This section provides some brief case studies to illustrate the breadth of this experience, which covers every aspect of the development lifecycle.
IMPACT Programme / National Policing Improvement Agency (NPIA)
The NPIA IMPACT programme will give police forces and related agencies integrated access to operational policing data that is currently held on many different systems across different police forces.
During the initial stages of the programme, we were engaged by the lead consultant to develop a key area of the tender documentation, prior to the start of the procurement phase. Using industry standard methods (Rational Unified Process), we worked with police officers and civil servants to document the system requirements in a way that was comprehensible to them, yet readily accessible to potential suppliers. This ensured that the procurement team were able to take full ownership of their own requirements specification and go forward to engage their suppliers with confidence.
Department for the Environment and Rural Affairs (DEFRA) / Global Wildlife Division
The Global Wildlife Division was responsible for the licensing of international trade in endangered species in the UK, under the provisions of the CITES convention. We were engaged by the department to provide consulting services at several key points during the procurement of a new, web enabled licence application system.
At the start of the procurement phase, we were engaged to advise on the selection of a suitable supplier. Our role was to provide an independent assessment of supplier bids against a set of criteria drawn up by us and agreed with the department. Later on in the project, we were engaged again to develop and implement a data migration strategy. This ensured that important historical data from the systems to be replaced was available in the new system once implemented.
Department for Constitutional Affairs (DCA) / Libra Project
The Libra project is a major modernisation initiative that will see the implementation of modern IT systems and case management software across all magistrates' courts in England and Wales.
We were engaged to draw up and implement a national benefits management policy and framework for the Libra project, to ensure that the benefits expected to accrue from the investment were well understood, reflected in the business case and managed through to realisation.
London Electriciy (now EdF)
We were engaged by London Electricity to support implementation planning for a new customer services system. The new system was being implemented at a time of regulatory change within the industry and was to be accompanied by a major organisational restructure. We were responible for ensuring the business was well prepared for the implementation, in terms of staffing, training and process design.
